EN71 for EU classroom buyers - parts, reports and who signs the declaration

EN71 is the European toy safety standard behind the Toy Safety Directive. For wooden classroom toys the relevant parts are EN 71-1 (mechanical and physical), EN 71-2 (flammability) and EN 71-3 (migration of certain elements). The importer or brand owner keeps the technical file and signs the Declaration of Conformity.

EN 71-2FlammabilityFabric and soft components in role-play sets
EN 71-3Migration of certain elementsPainted, printed and coated wooden surfaces

The EU route

  • The toy is designed and documented against the standard; the file is kept by the importer or brand owner.
  • CE marking is a self-declaration, not a certificate issued by a body.
  • The Declaration of Conformity names the product, the standard and the responsible party.
  • The EU importer's name and address appear on the product or packaging.
  • The supplier provides the report references and technical data behind the file.

Checklist for EU buyers

  • Ask for the report reference per model and check the EN 71 parts covered.
  • Confirm the model and color tested match the order.
  • Confirm the label carries the importer block, age grade and warnings.
  • Keep the report reference with the technical file for each order.
  • Ask who signs the Declaration of Conformity before the first shipment.

Questions buyers ask

Is EN71 testing required for every model?
The technical file has to support the toy's conformity. In practice that means test reports or equivalent evidence per model and material; the importer decides the file's content.
Can you issue the Declaration of Conformity?
No. The importer or brand owner signs it. We supply the report references, material data and label information the file needs.
Do you test to EN71 for UK and EU orders?
Report status per model is confirmed before quotation. Where no report exists, testing can be commissioned for the order.
