3+ toy safety and age grading - what a classroom buyer needs to know
For 3+ classroom toys the safety work is three questions: which parts are small enough to need a warning, which tests apply in the destination market, and who signs the document. We supply the reports and data; the CPC is issued by the US importer and the EU declaration is signed by the importer or brand owner.
The 3+ boundary
The 3+ floor is a design and labelling decision, not a marketing line. A toy graded 3+ may contain small parts, but those parts must be labelled with the choking-hazard warning and must not detach under the abuse tests.
Our range starts at 3+. Products for older children are graded 5+, 6+ or 8+ where the complexity or part size requires it, and the grade is stated on the product and the listing.

What we can and cannot provide
- We can provide the report status per model and the report references where they exist.
- We can provide the manufacturing data set the importer needs to issue the CPC.
- We can provide label artwork with age grade, warning text and importer block.
- We cannot issue the CPC or sign the EU declaration - those belong to the importer or brand owner.
- We cannot claim coverage for a configuration that was not tested.
How to check a report
- Match the model, color and material in the report to the model you are buying.
- Check the standard and edition - for the US, ASTM F963-23 is the current version.
- Check that the laboratory is CPSC-accepted for the US and that the report is in date for the buyer's file.
- Check which clauses are covered and which are excluded.
- Keep the report reference on the purchase file with the model number.
Questions buyers ask
- Can you issue a CPC?
- No. The Children's Product Certificate is issued by the US importer or domestic manufacturer based on test reports. We supply the reports and the manufacturing data the CPC needs.
- Is CE marking a report?
- No. CE marking is a self-declaration supported by a technical file and a Declaration of Conformity. The importer or brand owner keeps the file and signs the declaration.
- Do all your models have reports?
- No. Each model states its status: available on request, or testing that can be commissioned. We name the models without a report rather than assume coverage.
